Do I need to blog every week?

No. A handful of genuinely useful pages beats forty thin ones, and publishing filler to hit a schedule can hold a site back rather than help it.

Is it worth paying someone?

It depends whether they will do the boring parts. Anyone selling rankings rather than work is selling you nothing. Ask what they will actually change on the site in month one.
